The Environment
4.0 Introduction
Rural Ireland is increasingly coming under the spotlight. There is a growing
shift in policy emphasis to encompass broader aspects of the rural economy
other than agriculture alone. CAP reform for example, led to a report entitled
'The Future of Rural Society' (1994) which argued that in order to preserve
the fabric of rural society areas must pursue economic diversification, thus
maximising indigenous potential and greater response to local needs.
There is also a realisation that there is a feedback relationship between
urban and rural areas, and that what is required in order to achieve good
planning is an integrated approach towards land-use planning across the wider
environment. To this end, this chapter seeks to apply the key objectives set
out in Section 2.6 'towards the achievement of sustainability' by providing
policy guidance on the various land-use issues that impact on the environment.
North Tipperary has produced a number of background reports and strategies
towards the achievement of a sustainable environment:
- River Catchment Management Plan has been prepared for the Suir Catchment
Area and the Lough Derg/Lough Rea Catchment as part of the Three Rivers
Project which seeks to develop catchment based water quality monitoring
and management systems for the Boyne, Liffey and the Suir.
- Midlands Waste Management Plan was adopted in 2000.
- A Report of the Investigation into Presence and Influence of Lead in the
Silvermines area of County Tipperary produced by the Department of Agriculture,
Food and Rural Development 2002.
- Limerick Planning and Transportation Study 2001 prepared by Colin Buchanan
and partners with Brady Shipman Martin, Ryan Hanley Company and Gibson O'Connor.
- The Council has submitted a Measures Report under the Phosphorous
Regulations 1998 which sets quality targets that have
to be achieved by 2007.
- The Draft Groundwater Protection Plan for North Tipperary has been prepared
by the Geological Survey of Ireland on behalf of the County Council.
- Draft Sludge Management Plan has been prepared by Fehily Timoney and Associates,
April 2002
- Traffic Management Studies undertaken in 2002/2003 by J.P. Barry Consultants
for: Nenagh, Thurles, Roscrea, Ballina/Killaloe and Newport.
- The Council has prepared a Dangerous Substances Measure report in accordance
with Dangerous Substances Regulations 2001 setting out the measures to be
taken to secure the standard prescribed by the regulations.
